RE: The tariff classification of a video interface transmission apparatus from China

Dear Mr. Segal:

In your letter dated July 10, 2014, you requested a tariff classification ruling.

The merchandise under consideration is referred to as an “Interface unit,” model DMW-YAGHPP. This unit is an accessory for the Panasonic GH4 digital single lens mirrorless (DSLM) camera. The purpose of this unit is to transmit high-definition video signals in real time from the camera, using high-definition multimedia interface (HDMI) or serial digital interface (SDI) outputs for use with high-definition monitors, televisions, and recorders. In addition, this unit contains a format converter that re-arranges the bit stream of video and audio signals. Further, this device, which has two XLR connectors for analog audio signal inputs, has an amplifier that magnifies the audio signals to fit the A/D range level.

You have proposed classification of the item concerned within heading 8517, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other apparatus for the transmission or reception of voice, images or other data, other than transmission or reception apparatus of headings 8443, 8525, 8527, or 8528. Based on the information supplied, the item concerned would not be classified within heading 8517, HTSUS, because it is classifiable within one of the above-excluded headings

The applicable subheading for this interface unit will be 8525.50.3040 , which provides for Transmission apparatus for radio-broadcasting or television, whether or not incorporating reception apparatus or sound recording or reproducing apparatus; television cameras, digital cameras and video camera recorders: Transmission apparatus: Television: Other: Other: Other. The rate of duty is 1.8 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
